Abstract

The Panchayati Raj system is considered to be the base pillar of Indian democracy from the point of view of local governance and decentralized governance. The success of democracy certainly depends on the level of public participation. Gender and caste discrimination has been going on in Indian society since ancient times, which can be seen from the point of view of a serious problem even in traditionally independent India. Although the Indian Constitution prohibits discrimination on the basis of gender, caste, religion, and others. In order to ensure the participation of the deprived and exploited class in the governance system for centuries, special provision has been made for reservation, especially in Panchayati Raj institutions, so that representation can be provided to all classes. In Indian society, Dalit women have been the most exploited and oppressed for centuries, the constitutional provision of reservation has been made only to bring them into the general stream. After providing reservations to Dalit women in Panchayati Raj Institutions, continuous improvement in their condition can be seen. The life of Dalit women in rural areas was once an animalistic category, but now these women are continuously moving towards awareness. Through Panchayati Raj institutions, not only their political status but also their social and economic condition has improved a lot. Certainly, Panchayati Raj institutions have proved to be the foundation stone in women's empowerment.
